Fireworks, concerts, private parties and gala dinners depend on the destination, supplier and chosen venue. I do not assume that dinner or admission is included simply because the trip is around New Year's Eve. If you want to celebrate in a specific place, ask for the programme, times, rules and inclusions in writing.
